Rep points let you advance in rank, and at each rank upgrade you get a fresh load in your Battery and it increases in size.
You get rep by killing mobs around your city.
At first each mob gets you one rep point, after you clear the first wave of 19 mobs and four hours after the last one you kill they regenerate, they will be a little tougher and will get you 2 points each. After each clear and respawn they will increase by 1 rep point each time.
Keeping a few hundred snipers in your first city, and flushing out the mobs will increase your rank and energy levels pretty quickly.
When you hit 32 Rep points, you will be a Sgt First Class and you can settle a second city, when you hit 1024 you become a First Lieutenant and can settle your 3rd city. (however by the time you hit 1st LT, you should be well on the way to having 100+ Counties and the 3rd city won't matter much.)
You also gain Rep points by attacking players in other factions, however that's a bit beyond the Beginners level.
